In mid-2006, SABIN, under the presidency of Dr. Jean-Louis de Lacerda Soares, and in conjunction PEE/COPPE/UFRJ, proposed a project to develop a new enlarged version of a group of computer programs known as BIBLIVRE, for the purpose of automating libraries of different dimensions and to enable communication among them. The proposal was approved by the Ministry of Culture, under the auspices of the Rouanet Law, to promote socio-cultural development (Law 8.313/91). The project provided from the very beginning that the programs developed were to be offered freely to the libraries that wanted to use this technology in the modality now known as "free programs" (free software solutions). It was this characteristic that made the project come to be known as Free Library II. In late 2006, the Itaú group learned about the objective and the social and cultural relevance of the project and decided to participate as sponsor. The first development project of the BIBLIVRE system was initially proposed by SABIN under the presidency of Dr. Paulo Marcondes Ferraz and undertaken completely under the presidency of Dr. Jean-Louis de Lacerda Soares. On this occasion, IBM Brasil participated in the project as sponsor. What motivates the project is the fact that equipping libraries with information technology through free software promotes digital inclusion.
